Karen Martell has concentrated her practice in the areas of municipal finance and labor and employment law since her graduation from law school in 1986.  She has acted as bond counsel to more than 80 municipalities and school districts throughout New York State.  She has extensive experience with both public and private financings, as well as issues financed through the New York State Environmental Facilities Corporation and the United States Department of Agriculture Rural Development.

Ms. Martell has counseled various municipalities and school districts on labor and employment law issues.  She was a member of the bargaining team for Edmeston Central School District throughout the negotiations on the District’s first teacher contract and has prepared numerous responses to claims filed with administrative bodies such as the Equal Employment Opportunity Commission, the Public Employment Relations Board and the Commissioner of Education.  She also has extensive experience resolving issues under the Family and Medical Leave Act, the Americans with Disabilities Act, and the Fair Labor Standards Act.

Ms. Martell has represented private employers in a variety of labor law areas, including negotiating and interpretation of employment contracts and handbooks, enforcement of nondisclosure agreements, wrongful discharge claims, employee drug testing programs, unemployment disputes, compensation and benefit matters, wage and hour law issues and discrimination claims concerning sex and disability.

Among Ms. Martell’s clients are the Scotia-Glenville Central School District, Saratoga County, the Town of Ballston, Empire Corporate Federal Credit Union and Wesley Healthcare Center.

Ms. Martell is admitted to practice in the State of New York and is a member of the New York State Bar Association, the National Association of Bond Lawyers, and the Society for Human Resources Management.
